NGC 428 was one of the most difficult identifications that I have ever made ~ the dif- ference between seeing it and not seeing it was narrower than any other instance I've en- countered to date.  This object is listed as being magnitude 11.9 according to the list I have, so it may have been a case of slightly less transparency than I experienced earlier that evening.  I certainly saw no structure, no core, just the most tenuous hazy spot I've seen.  The guide stars in the DSS image in the H400ii compendium I am using was essential to ensure that I looked in the correct spot.  It would be very interesting to attempt NGC 428 from a dark site with clearer skies and see how its presentation changed.
